A construction magnate and over a dozen others have surrendered to police to face criminal negligence charges related to the collapse of a Bangkok high-rise building during an earthquake on March 28. Premchai Karnasuta, president of Italian-Thai Development Co, is among those who have turned themselves in. The charges stem from the building's collapse, which occurred as a result of the earthquake.
